abstract = {Recent developments like the rising trend in crude oil price, the international economic crisis, the civil revolts in Northern Africa and the Middle East, the nuclear threat in Japan after the tsunami, the oil spill in the Gulf of Mexico and the economic growth of emerging countries like China and India have a direct relation to the security of energy supply anywhere in the world. This book provides a comprehensive analysis of energy risks, energy scenarios and energy policies with special reference to the European Union and its member states, emphasizing the economic and geopolitical dimensions of energy security.
The book assesses both quantitatively and qualitatively the socioeconomic and political risks related to the European energy supply, together with the EU’s energy relations with other countries. Two innovative indicators have been developed to estimate geopolitical energy risks and energy-related relations with other countries. The book also examines the process of convergence of member states’ energy security policies, the path towards a common European energy policy, and the process of Europeanization projected towards the energy corridors through which the EU receive energy imports. In addition, alternative strategic scenarios related to energy risk are assessed. Finally, guidelines for the EU’s energy policy and new strategies using energy corridors are suggested in order to maximize EU’s energy security.

abstract = {Classical modernization and political economy approaches both consider a wide array of economic agents as potential drivers for change. These actors include international agents such as foreign companies (not only trans national corporations but also smaller companies), international orga - nizations, and nongovernmental organizations (NGOs), and local agents such as national public companies, entrepreneurs, bureaucrats, and segments of civil societies involved in economic or social activities (professional associations, trade unions, and local NGOs). Several authors have highlighted the linkages between entrepreneurs and Mediterranean political systems, but their analyses have tended to focus on the role of large entrepreneurs.1 In fact, nobody could have anticipated that the self-immolation of a humiliated and frustrated street fruit vendor, Mohamed Bouazizi-who exemplified the overtrained, informal microentrepreneur-would catalyze the most profound upheaval seen in the Arab world since its independence. This chapter tries to fill this gap in the literature by analyzing entrepreneurship as a driver for social transformation, focusing on the role of small and medium enterprises (SMEs). While mainly dealing with the southern Mediterranean region, this discussion also includes some contextual references to the wider Middle East. The first section briefly presents the current situation of SMEs and entrepreneurship in North Africa. In the second section, we try to conceptually address the role of entrepreneurship as a driver for social change in North African countries. This is followed by an exploration of how SMEs and entrepreneurship are linked with other factors for change covered in this volume. The final section concludes with some implications and suggestions for U.S. and EU relationships with the region, as well as for transatlantic relations. Copyright © 2012 The Brookings Institution.},

abstract = {Purpose: The purpose of this article is to explore an energy strategy for the European Union (EU) that could integrate the tensions between geopolitics and the market in a coherent and consistent external EU energy policy. Design/methodology/approach: The approach consists of combining the theoretical framework of international political economy and Europeanization to European energy corridors. Findings: The article finds that most qualitative energy security scenarios can be conceived as applications of international political economy paradigms. Its main result is to conceptually develop a geo-economic strategy consisting on the Europeanization of EU's external energy corridors along its own energy regulations and standards. Research limitations/implications: The article explores a distinct hybrid scenario, the Europeanization of energy corridors, which could be instrumental in overcoming the apparent dilemma between EU's market and geopolitical-based scenarios. abstract = {The EU has expressed the will to achieve a pan-European energy community with neighbouring countries based upon EU's energy related acquis. Under such a vision, European neighbours will have to selectively converge towards EU energy rules. The Mediterranean neighbourhood hosts key hydrocarbon producers and transit countries, but also promising sources of renewable energy, where different energy corridors for different sources and geographical origins coexist with a complex set of economic, technical and geopolitical factors. Mediterranean countries' preferences vary accordingly, fostering the differentiation of the acquis to be adopted. However, in order to develop a consistent policy, this article argues that differentiation should be corridor, not country-specific, and be conceived within a coherent framework of incentives. © 2010 Taylor & Francis.},

abstract = {The creation of a new Euro-Mediterranean region in which to build a shared prosperity area requires existing North-South economic integration to be complemented by South-South trade liberalization. Trade links among the southern and eastern Mediterranean countries have remained at a very low level. There is room for greater commercial integration, although the scope for an increase in intra-regional trade volume is limited. Trade liberalization could lead to a relocation of resources according to comparative advantage and to the growth of intra-industry trade. However, some economic instruments are required both in order to allay political fears and in order to upgrade transport, communications and educational standards within the region.},
