abstract = {The Chilean electricity market is at a critical moment. Some renewable energy generators that signed regulated power purchase agreements with distribution companies are experiencing financial distress. Generators assume locational basis risk under these contracts, which can be considered advanced contracts for differences. As price decoupling appeared in the network, some generators filed for bankruptcy. The Chilean government is studying measures to weather the storm, and an expert panel has been set up to assess them. The European Union is betting on advanced contracts for differences, but the Chilean empirical evidence calls for caution when adjusting plain contracts for differences.},

abstract = {The depopulation of rural areas is a global problem that is particularly serious in Europe and in large areas of Spain, such as the interior of the Valencia Region. Despite the consensus in the diagnosis of the problem, there is still a debate about the policies and measures to solve it. For this reason, in order to help policymakers, this work carries out an analysis of the determinants that have contributed to the population growth of small rural municipalities in the Valencia Region. The analysis includes variables that have not been used in previous research, such as cultural heritage, cycling and walking routes, organic farming or renewable energy. Among the variables that contribute to the fight against depopulation, in addition to basic public services (education and health), there are variables from the primary, secondary and tertiary sectors. There are therefore activities and resources to try to diversify the economic activity to revitalise small rural municipalities.},

abstract = {Rooftop solar, both in the residential and the non-residential sector, is emerging rapidly as a popular source of clean electricity. Together with utility-scale photovoltaics, its future growth is essential to achieve decarbonization targets. Therefore, understanding adoption determinants for firms and households is key to efficiently promoting its diffusion. There is a gap, however, in the knowledge of non-residential adoption determinants, as less attention has been given to this sector compared to the residential sector. As a result of this gap, there is an absence of comparative analysis across sectors. As determinants of adoption cannot be assumed to be the same in both sectors, the objective of this research is threefold. First, to analyze whether the residential and non- residential sectors share key determinants of rooftop solar investment; second, to compare the sectoral differences in these determinants; and third, to assess the policy implications of the results obtained to further promote distributed solar photovoltaic energy. For this purpose, a regional case study in the Basque Country (Spain) was conducted, applying key theoretical frameworks to both sectors in a way that maximized the comparability of the results obtained across them. The results showed that adoption determinants are very different across sectors and, therefore, sector-specific policy actions need to be taken in each sector to efficiently promote rooftop solar. For the residential sector, policy actions could build upon behavioral aspects; for the non-residential sector, economic incentives are expected to be more successful, especially among medium size businesses, which are identified as the most promising segment. },

abstract = {The commitment of public institutions to tourism for the development of rural areas in Spain has been constant since the implementation of the Leader methodology in 1991, becoming the economic activity to which the most resources have been allocated. However, after more than thirty years of investments, few studies have assessed whether these have had any effect on the municipalities in which they have been applied. For this reason, this article proposes a quantitative analysis of rural tourism, between 2006 and 2019, to determine the impact of the programs implemented through this Leader methodology. Since these programs are applied locally, the analysis has been carried out at the local level. This level of analysis presents many difficulties due to the scarcity and poor quality of the existing data. The results obtained suggest a positive relationship between rural overnight stays and participation in rural development programs carried out under the Leader methodology.},

abstract = {Despite the importance of achieving a functioning and decarbonised European Energy Union (EnU) research addressing the public acceptance of cross-border energy interconnections at a European-wide level based upon public opinion polls is limited. To try to fill this gap in the literature, this article relies on a poll with 4000 respondents from the four big EU energy markets: France, Germany, Italy and Spain, including as a new explanatory variable their proximity to an electrical cross-border substation. Overall, 57,4% respondents have not heard about energy interconnections, and 69,2% have not ever heard about the internal energy market. Approaching public acceptance from a procedural justice framework, the article considers procedural justice as a pre-condition? For a fair policy-making process. By addressing the public acceptance of cross-border energy interconnections, the article aims to contribute to the existing literature on their linkages of said interconnections with the European energy policy-making process, deriving specific policy implications to foster cross-border interconnections and energy integration within the EnU. © 2022 The Authors},

abstract = {Despite geopolitics play a pivotal role in the energy sector, geopolitical aspects are often not considered in the quantitative assessment models aimed at supporting the energy investment decision-making process. To address this issue, this work proposes an Extended Multi-regional Input-Output model (EMRIO) that incorporates import dependence and governance along the value chain. As case study, two alternative energy investments in Mexico – a Natural Gas Power plant (NG) and a Concentrated Solar Power plant (CSP) – are assessed. The method quantifies the geographical diversification of suppliers and the quality of governance. The assessment of the case study shows that the supply chain of the CSP plant includes more countries and with better governance levels than the supply chain of the NG power plant. That means, a priori, that the supply risks of investing in CSP power plants will be lower, as will suppliers' endogenous geopolitical risk. However, a sensitivity analysis considering different providers of the solar plant components reveals that CSP plant value chain could also entail similar or even higher governance risks levels as the NG plant. The scenario where China provides some of the components entails a much higher governance risks, even higher than the NG base case. In consequence, we have proved that the method proposed allows the identification of hidden geopolitical risks that would otherwise go unnoticed. This paper enlarges the existing knowledge on assessment methodologies for energy policy decision-support by measuring diversification and imports dependence from countries with different levels of governance along the whole value chain. © 2021},

abstract = {In rural areas, depopulation is mainly due to a lack of economic and employment opportunities. In this context, the reservoirs already built can be a source of socioeconomic development based on tourism and outdoor leisure activities. The condition for this development to materialize is that reservoir management considers these activities. In Central Spain, a process of rural depopulation has been generated in the municipalities around the reservoirs at the Upper Tagus River, as water management allows water transfers from the Tagus to the Segura River without taking into account regulations that prioritize and protect donor basin users. Through the comparison of reservoir water management and demographic data of two rural areas close to the reservoirs, this article reveals the direct relationship between reservoir management that enables recreational uses with its consequent socioeconomic development and the maintenance of the population in the territory. Consequently, reservoir water management based on the socioeconomic development of reservoir banks is necessary and a priority over transfers to another basin.},

abstract = {Renewable energies have both strengths and weaknesses, and during the energy transition, they will form with hydrocarbons a more complex geopolitical energy system. The chapter not only argues that renewables improve energy security by reducing energy dependence, but, more importantly, also that they are a driver for projecting soft power that offers new instruments to foreign policy. It starts reviewing the strategic and academic literature before showing that renewables are subjected to similar vulnerabilities and new dependencies. The chapter tries to then look beyond the energy dependence narrative, highlighting the relevance of renewable energies' geopolitical externalities such as grid communities and renewable soft power. Four case studies illustrate the geopolitical externalities of renewables: hydropower in the Nile and Congo rivers, Norway as a capacity companion of Europe's energy transition, the geopolitical reasons behind the failure of Desertec and the Mediterranean Solar Plan and the geopolitics of the Moroccan energy transition. © 2021 Elsevier Inc. abstract = {This article considers the global governance of energy resources as a coordination problem to provide the intermediate global public good of payments and revenues disclosure. The demand for international arrangements to fill this gap resulted in the Extractive Industries Transparency Initiative and subsequent US and European Union disclosure standards for extractive industries. EITI has attributes of contested multilateralism such as being a multistakeholder voluntary coalition setting a standard for transparency. US and EU disclosure standards constitute unilateral pathways with a global vocation. The article argues that EITI and US and EU standards are simultaneously competing with and complementing each other, adding regime complexity but ultimately supplying higher disclosure standards in the energy sector. © 2017 Brill Academic Publishers. abstract = {We investigate whether political ideology has an observable effect on decarbonization ambition, renewable power aims, and preferences for power system balancing technologies in four European countries. Based on the Energy Logics framework, we identify ideologically different transition strategies (state-centered, market-centered, grassroots-centered) contained in government policies and opposition party programs valid in 2019. We compare these policies and programs with citizen poll data. We find that ideology has a small effect: governments and political parties across the spectrum have similar, and relatively ambitious, decarbonization and renewables targets. This mirrors citizens’ strong support for ambitious action regardless of their ideological self-description. However, whereas political positions on phasing out fossil fuel power are clear across the policy space, positions on phasing in new flexibility options to balance intermittent renewables are vague or non-existent. As parties and citizens agree on strong climate and renewable power aims, the policy ambition is likely to remain high, even if governments change.},

abstract = {The good governance of energy resources and its role in the development of oil and gas producing countries is an area of growing interest in the global agenda. The European Union (EU), as an actor that has the double condition of being a major importer of oil and gas as well as a so-called “normative power”, promotes the development of resource governance standards in the Global South. This article analyzes the role of the EU in improving the governance of energy resources, not only from an institutional perspective but also regarding the practical implications that such a normative approach has on European oil and gas import patterns. The paper explores whether EU's oil and gas imports have been affected by the policies of improving transparency and good resource governance in the oil and gas extractive sector, or if these policies have been ineffective in shaping their geographical origin. It tries to address empirically the link between the level of resource governance in oil and gas exporting countries and the EU's oil and gas geographical import pattern.},

abstract = {The materializ ation of the potential benefits derived from renewable electricity exchanges across the Mediterranean has been partly blocked due to energy security and geopolitical concerns. This profile explores the geopolitics of Moroccan –Spanish cooperation in electricity and renewable energies, identifying drivers and barriers for its development. It argues that narrow energy security considerations, namely an excessive focus on reducing energy dependence and ‘renewable mercantilism’, have acted as a barrier, while more comprehensive geopolitical approach could offer new strategic opportunities. It identifies two geopolitical positive externalities for both countries: the strategic benefits of belonging to a grid community and the soft power of projecting themselves as energy transition companions. Finally, it derives some policy implications for on-going and future initiatives promoting electricity interconnections and renewable exchanges across the Mediterranean, taking stock of the Desertec and the Mediterranean Solar Plan failed geopolitical narratives.},

abstract = {This article links twomajor areas of work on the geographies of oil: socially produced scarcity and the ʼnew realities’ of oil, with wider geographical inquiries, mainly global energy governance. It explores how in the current context characterised by oversupply, power stands out as a key factor in the geopolitics of prices, the interactions amongst energy institutions, the role of supply and demand, and the preferences of the actors involved. Geopolitical approaches find a niche in the gaps left by the increasing complexities of global energy governance. In this regard, energy geopolitics may be thought of as ‘governance by other means’, an alternative to failed external energy governance solutions. The article then focuses on the consequences of the drop in oil prices on producer countries and how it will impact the major issues that dominate the literature on energy security. It concludes by stating that there is a need to rethink the geopolitics of energy security in order to incorporate the global governance institutions’ failure to facilitate cooperation as another cause of the re-securitisation of energy policies.},

abstract = {Climate change effects are becoming evident worldwide, with serious regional and local impacts. The European Union (EU) has launched and developed initiatives and policies that scratch the surface of water resources impacts. This article presents an introduction of the existing environmental policy and more concisely in the areas of climate change and the interactions with water resources. It also addresses main management tools, and plans linked to policies, recent updates on the Science–Policy Interface, highlighting major results from research and development projects. Establishing appropriate policies to tackle climate change impacts on water is essential given the cross-sectorial and flowing nature and the importance of water in all environmental, social and economic sectors. There are still some pending reviews and updates in the current EU policy and its implementation, as well as at the national level in Spain. This article identifies existing gaps, and provides recommendations on how and where reforms could take place and be applied by decision makers in the water policy sector.},

abstract = {This article considers the global governance of energy resources as a coordination problem to provide the intermediate global public good of payments and revenues disclosure. The demand for international arrangements to fill this gap resulted in the Extractive Industries Transparency Initiative and subsequent US and European Union disclosure standards for extractive industries. EITI has attributes of contested multilateralism such as being a multistakeholder voluntary coalition setting a standard for transparency. US and EU disclosure standards constitute unilateral pathways with a global vocation. The article argues that EITI and US and EU standards are simultaneously competing with and complementing each other, adding regime complexity but ultimately supplying higher disclosure standards in the energy sector.},

abstract = {This chapter adopts an international political economy approach, linking economics and politics to analyze the likelihood of Arab countries integrating within a Euro-Mediterranean or an Arab scope, or both. It reviews the literature that explores the conceptual links between economics and politics when dealing with regionalism. The chapter addresses some policy implications for both the Arab countries and the European Union (EU) to reconcile Arab and Euro-Arab economic integration and political cooperation. It shows that the countries of France, Greece, Italy, Portugal and Spain are classified as EU Mediterranean countries. The Mediterranean region is far from being homogeneous in economic, cultural or political terms. To begin with, the geographical unity of the Mediterranean is more convention than reality. European energy demand has stagnated, and idle capacity and renewables' support fatigue have plagued European energy markets. Simultaneous geopolitical instability in European southern and eastern vicinities seriously challenged the EU's energy security. This chapter focuses on the Mediterranean dimension with a three-step discussion on the proposal of a Mediterranean Energy Community. It first describes some possible designs highlighting the need for differentiation both at the geographical and energy source levels. Then, the chapter contextualizes such an institutional construct within southern Mediterranean geopolitical realities and proposes some elements for a Mediterranean Energy Community. It concludes by calling for a renewal in the EU's energy narrative toward its Mediterranean neighborhood to increase its attractiveness as an energy model for the region.},

abstract = {A large body of literature estimates the effect of energy security drivers on renewable energy deployment using import dependence as a proxy for energy security, which is an approach that ignores the potential effect of other energy security strategies, such as the diversification of energy sources. Using panel data for the energy sector across 21 EU member States, we investigate the effect of different energy security concepts on the development of renewable energies. We compare the results of applying different energy security indicators, including the ones used in EU energy policymaking. Unlike previous studies, this study reports a long-term relationship between energy security and renewable deployment. Our findings suggest that the relationship between energy security policies and Renewable Energy Sources (RES) deployment is far from straightforward and depends on the chosen energy security strategy, which is usually linked to different energy security conceptualizations. Our primary findings confirm (i) that RES deployment is a consequence of a combination of energy security strategies including environmental concerns rather than being solely caused by a shift towards more sustainable energy policies; and (ii) that among the different energy security strategies, the diversification of energy sources through renewable energy deployment is a more coherent strategy than using RES to reduce dependency.},

abstract = {This chapter focuses on the Europe’s Middle East and North Africa (MENA) neighbouring countries, excluding Turkey, Yemen, Sudan, Saudi Arabia, UAE, Iraq, Kuwait, Qatar, and Bahrain. Renewable energy investment towards the MENA increased every year by 36% on average, registering the world’s second-highest mean annual growth rate only following China. It is true that renewable energy deployment cannot be a ‘saviour-for-all’, and that it requires fundamental domestic reforms, like existing energy market pricing mechanisms or providing different fiscal and regulatory incentives. The data in the chapter shows a positive upward trend by registering a dramatic increase in investments towards the MENA between 2012 and 2014. At regional level, the European Union (EU) and its MENA neighbours are engaged in intergovernmental cooperation within the Mediterranean Solar Plan. In collaboration with scientists of the German Aerospace Centre (DLR), Trans-Mediterranean Renewable Energy Cooperation put forward a vision of an EU-MENA community of shared clean energy and water interests. © 2017 Robert E. abstract = {Turkey has historically struggled to attract foreign investors. This paper discusses how the start of the European Union's accession negotiations in 2005 encompassed a wide set of reforms in several chapters of the acquis communautaire that resulted in higher foreign direct investment (FDI) attraction. However, it seems that the global economic slowdown of 2009 coupled with increasing Euro-skepticism have already started to erode this effect. Only large a volume of foreign investment in the energy sector observed in 2009–13, explained by the energy security strategy of the European Union and the internal liberalization agenda, has prevented the collapse of FDI inflows to Turkey.},

abstract = {Following the Arab Spring, Egypt and Tunisia face very difficult economic situations that risk affecting the economic viability of their political transitions. Morocco and Algeria, meanwhile, have both experienced rioting and there is growing uncertainty as to how their economic policies might evolve in the future. This is especially so in Morocco, where tough economic decisions are almost as urgent as in Tunisia and Egypt. Libya faces the distinct challenge of managing its resource wealth from a ground-zero institutional setting. Mauritania is following a different political economy path and will therefore not be analyzed here. From the point of view of political economy, a crucial point is whether the wave of popular revolts that overthrew the incumbent regimes will consolidate into economically viable liberal democracies, and in what economic direction Algeria and Morocco will move since to date they have been spared the enormous fiscal cost of regime change. In other words, the question is whether democratization can be maintained (or continue to be pursued) under current political economy conditions, with the full array of economic structures, institutions, interests and preferences of the various players in society at play.},

abstract = {This article analyses global energy governance from an international political economy and global public goods (GPG) perspective. It first describes the fragmentation that characterises energy governance and its current trend towards an increasingly inter-polar and polycentric pattern. Then, it shows how the myriad of dedicated international energy regimes conform to an energy regime complex that provides a diverse set of GPG rather than a single international energy regime. Then, global energy governance is analysed from a global public good angle, (1) categorizing the different institutional energy-related arrangements according to the public good they intend to provide; and (2) highlighting that the supply of such institutional arrangements is greatly influenced by the different provision technologies that are applied to the different energy-related global public goods.},

abstract = {This paper aims to identify the main determinants of FDI in Latin America during the period 1990-2010. Evidence points to positive influences on FDI inflows of trade openness, maintaining low short-term debt levels and presenting a balance of payment deficit, government stability and low expropriation risk. Countries such as Argentina, Bolivia, Ecuador and Venezuela, in which the investment framework has become relatively less stable over the last decade, are finding it more difficult to attract foreign investors. From a risk-management perspective, both public solutions (such as sovereign guarantees) and private institutions have important roles to play in reducing the uncertainty involved in foreign investment decisions. Another result is that the DR CAFTA agreement does not seem to have played a significant role in the recent increase in investment directed towards Central America. © 2014 Elsevier B.V.},

abstract = {During the first decade of the 21st century, renewable energy sources (RES) had been gaining momentum due to environmental issues. Concerns about pollution and climate change have raised public awareness, encouraging governments to adopt policies to preserve and protect the environment. Regarding energy, RES promotion, together with energy efficiency measures, has been the main policy response to address such concerns. As a consequence, RES development during the first decade of the 21st century has been remarkable. Although RES deployment has been mainly focused on achieving environmental goals, its potential contribution to energy security went not unnoticed. However, it is worth noting that while the trade-off between environmental goals - and the use of RES to accomplish them - and competitiveness has been widely explored, the relationship between energy security and RES has received less attention, both at the conceptual and energy policy levels. This article tries to address such a relationship. The present article focuses on renewable electricity imports as illustrated by the case of the Mediterranean Solar Plan. After introducing the energy security/energy risk concept and its dimensions, the article focuses on the contribution of RES in terms of security of supply for a given energy mix using the portfolio theory. Most of the analyses of the interactions between RES and energy security focus on the national level, with RES being mainly conceived as a substitute for fuel imports to produce electricity and reduce so-called energy dependence. However, new transmission technologies allow the import of electricity directly from neighbouring countries far out of the range of regular electricity lines. Therefore, this article tries to broaden the analysis of energy security to international RES trade flows, applying the previous discussion to the main project involving significant international green electricity trade, the Mediterranean Solar Plan. © 2013 Elsevier Ltd.},

abstract = {Ecuador's energy policy faces a complex variety of political and economic objectives that are difficult to reconcile in a consistent manner. Ecuador is a small oil producer and exporter with significant renewable (mainly hydropower) resources, hosting some of the richest biodiversity areas in the world, part of which are inhabited by so far indigenous un-contacted people. Being a developing country, tensions arise between conservation aims and development imperatives, as well as between resource nationalism and much-needed foreign financing. However, the really limiting factor for the country's energy development seems to be its constraints in financing the government's development and redistributive policies. Resorting to Chinese loans-for-oil may be part of the solution in the short term, but it does not substitute for a more consistent energy policy. Ecuador's case illustrates the dilemmas of energy policy in natural resource-rich developing countries when confronted with diverging political economy, social, environmental and macro-financial goals. © 2013 Elsevier Ltd.},

abstract = {In this paper we identify the renewable energy source (RES) demand scenarios for Morocco, the needs of RES installed capacity according to those scenarios and the detailed investment plans needed to achieve such installed capacity supply. Then, using a dynamic variant input-output model, we simulate the macroeconomic impact of the foreign investment inflows needed to make available these Moroccan RES generation capacity plans in the medium and long term.
