The EU as a global climate actor (1ed. 2023)

This course explains what the circular economy consists of and how it relates to proper waste management. To this end, the main initiatives of the EU in this field are analyzed and the development measures that Spain has approved to promote the transition towards a circular economy that is sustainable and, therefore, more efficient in the use of resources and in the elimination of waste, so that less environmental impact is generated.

There is no doubt that the European Union is one of the key actors in climate diplomacy. However, the strategy and influence of the so-called European climate diplomacy has gone through different historical stages where internal and external elements are shaping it. In this course, these changes are classified into three periods: unilateralism, realpolitik, and grand strategy. Each one will be analyzed, and strategies will be proposed for the last one, still in development.

The objective of this course is for participants to get familiar with the main instrument of the EU for climate change mitigation: the European Emission Trading Scheme. This mechanism is called “cap and trade”. Many of the most polluting productive sectors are included in this market; if they exceed their greenhouse gas (GHG) emissions limit, there are obliged to participate in the purchase of emission rights. Thus, the market must mean an economic incentive for the reduction of GHGs, and the price plays a decisive role that affects States, companies, and consumers. The regulator must ensure that a sufficient price is maintained so that, in the market, the emission right achieves the purpose for which it was created, the reduction of GHG emissions and the adoption of cleaner technologies.

Following UNED Abierta’s principles and EU’s dissemination strategy, our professors bring you now a new Mooc, an open course designed to bring all those interested in the topic closer to the EU’s most important instrument for climate change mitigation: The European emission trading scheme, better known as the “cap and trade” mechanism.  

The course does not require prior knowledge, it is open until the December, 10th and joining as a listener is free of charge.
