Interviewing Cristina García Díaz (Carbon Markets Deputy Unit – Ministry for the Ecological Transition and the Demographic Challenge)

Fighting climate change demands a change in our way of life and, especially, in our production and consumption model. Our market economy needs that these changes are done without affecting the freedom of economic actors. Hence, market instruments and incentive decision without any imposition are the most efficient for decarbonizing the productive cycle and our consuming habits.

In this interview we will talk with Cristina García Díaz, Technical Council attached to the Deputy Unit for Carbon Markets of the Spanish Office for Climate Change. She will explain us how the EU Emission Trading Systema (ETS) works, how it has evolved during the last 20 years, and what are the main challenges it faces with the 2023 reform.

Research Seminar on Environmental Protection in Armed Conflicts

Concepción Escobar Hernández, Director of the Centro de Estudios de Derecho Internacional Humanitario of the Red Cross, will be the speaker at this seminar on environmental protection in armed conflicts. The discussant of this seminar will be Monserrat Abad Castelos, Director of the Secretariat of the International Council of Environmental Law.

Extension course in ‘Climate Justice: A European Perspective’ (9, 10 and 11 October 2023)

The course aims to analyse the different dimensions of climate justice. It will adopt a multidisciplinary approach and study both the historical perspective and the present and future challenges that the fight against climate change requires from the perspective of domestic, European, and international climate justice. The main objective of the course is to gain an in-depth understanding of the concept of climate justice and its relationship with the different elements of the ecological transition process. The costs of mitigation and adaptation, their distribution, and especially the impact on the most vulnerable will be addressed; and aspects such as the participation of civil society and local communities, climate activism and litigation, public-private partnerships, North-South injustices, and many other aspects that make up the concept of justice in the fight against climate change will be debated.

This course explains what the circular economy consists of and how it relates to proper waste management. To this end, the main initiatives of the EU in this field are analyzed and the development measures that Spain has approved to promote the transition towards a circular economy that is sustainable and, therefore, more efficient in the use of resources and in the elimination of waste, so that less environmental impact is generated.

In this course, these changes are classified into three periods: unilateralism, realpolitik, and grand strategy. Each one will be analyzed, and strategies will be proposed for the last one, still in development.

El esquema europeo de Derechos de Emisión (2ed. 2023) 

The objective of this course is for participants to get familiar with the main instrument of the EU for climate change mitigation: the European Emission Trading Scheme. This mechanism is called “cap and trade”. Many of the most polluting productive sectors are included in this market; if they exceed their greenhouse gas (GHG) emissions limit, there are obliged to participate in the purchase of emission rights. Thus, the market must mean an economic incentive for the reduction of GHGs, and the price plays a decisive role that affects States, companies, and consumers. The regulator must ensure that a sufficient price is maintained so that, in the market, the emission right achieves the purpose for which it was created, the reduction of GHG emissions and the adoption of cleaner technologies.

A transition towards a decarbonized European transport: what is the service sector opinion.

The transport sector is responsible for 27% of the total greenhouse gas emissions. In order to achieve the “zero emissions” goal by 2050, it is necessary to advocate for decarbonization in this sector. Isabell Büschel is the director of the European Federation for Transport and Environment (T&E)’s Spain desk. Research Seminar on Human Security and Climate Change

Prof. Ana Cristina Gallego discusses the topic of Health and Health Crisis as a consequence of Climate Change. She introduces us to the relationships between Health and Climate Change and how these can be considered Human Rights, particularly according to the European Court of Human Rights. The event took place on the 24th of March 2023 in Room B of the Faculty of Law of the UNED.
