Profesor Titular de Derecho Constitucional en la Universidad Nacional de Educaci\u00f3n a Distancia (UNED).  Titular de la C\u00e1tedra Jean Monnet en Gobernanza y Regulaci\u00f3n de la Era Digital (GovReDig) y Director de la C\u00e1tedra ISAAC. Jean Monnet Chairholder in Governance and Regulation in the Digital Era (GovReDig) and Director of the Chair ISSAC. Individual Rights, Scientific Research and Cooperation.
